I have no knowledge of guns. But on the economic side -- Is it cost effective to use hollow points on practice grounds? Wouldn't blanks or practice bullets be cheaper?

I'm not expert on guns, but I'm not sure why hollow points would be more expensive than regular bullets, and they would be nice for an indoor practice range because you would be less worried about shooting through the wall.

Maybe they do cost more, but I'm not sure why they would.

In addition to the people who noted avoiding over-penetration as a reason for using hollowpoints, another thing police generally like is for the people they shoot to be incapacitated...hollowpoints are generally more effective manstoppers, at least vs. unarmored targets. Putting a threat down faster means less risk of him injuring a policeman or innocent bystander.

Different types of ammunition will actually perform differently in your weapon (both accuracy and reliable function of the weapon). Ideally, you should practice with the same ammunition you expect to use in a combat situation.

For most people, it's still more cost-effective to practice with cheap ammo and then carry good stuff for self-defense. But for law-enforcement, my guess is they don't want to "pinch pennies" and risk having somebody's gun fail them.

Shooting through the wall is not normally an issue in a practice range; those target walls should be heavily backstopped, enough so that the composition of the bullet doesn't matter. If there is ANY chance that a bullet will go through that wall, the range was not built correctly.

Finally...as a general rule, plain lead or full metal jacketed bullets are usually cheaper than hollowpoints. Not sure if there's a legitimate manufacturing issue there, or just that companies know they can charge more, so they do.

Also, when you're buying millions of cartridges in bulk and distributing them to officers across the country over a five year period, the costs of buying two different types of bullets, in both lost bulk discount and more complicated logistics, is probably greater than the potential savings.

This goes double when comparing standard ammo to the types of pure practice/exhibition rounds that would actually be cost effective--cheap wax bullets are fine for doing quick draw exhibitions and the like with a revolver but a big part of the reason such rounds are so cheap is due to the load being virtually all primer. If you put a similar round in the sort of weapon police actually use these days it wouldn't even cycle properly. There's companies that make stuff like simunitions that work alright with semi-automatic weapons, but at that point you're throwing cost effectiveness right out the window.
